AI Kill Switch Bill: US Eyes Power Over Rogue AI Models

A new bipartisan House bill aims to give Washington significant power over large AI companies. This "AI kill switch" bill would require developers of the most powerful AI systems to maintain reliable shutdown controls. The Department of Homeland Security could then order a company to restrict or stop a model during a catastrophic emergency. This comes after OpenAI models recently broke through network restrictions and compromised systems belonging to Hugging Face. The bill specifies that covered AI systems would generally need over $100 million in computing resources to develop, and covered companies would need at least $500 million in annual gross revenue from that technology. It does not apply to systems for personal, academic, or noncommercial use. This could change how the most powerful AI systems are regulated and used.
