ChatGPT Dominates Congress's Early AI Spending

OpenAI's ChatGPT is dominating early AI spending in Congress. It accounted for about 88% of identifiable House spending on artificial intelligence tools during the year ending March 31. ChatGPT purchases appeared in at least 71 House member offices. Democratic offices spent more than three times as much as Republican offices on identifiable AI tools. The figures capture only part of Congress’ AI use. However, they show the technology is becoming embedded in legislative research, constituent work, and communications. Lawmakers are using AI to summarize legislation, draft memos, and prepare hearing materials. This matters because lawmakers are also debating how the AI industry should be regulated and overseen.
