The Trump administration is considering stricter rules on Chinese AI following the launch of Moonshot AI's Kimi K3. This 2.8 trillion parameter open-source model was released on July 17th and reportedly outperforms some leading American AI systems. What's interesting is that Moonshot AI states Kimi K3 beat Anthropic’s Opus 4.8 and OpenAI’s GPT-5.5 on most coding and agent benchmarks.
